Digital Political Communication in the Face of Sociopolitical Crises in Mexico
A Comparative Analysis of Three State-Level Cases

This study analyzes the communicative strategies employed on digital social networks by three state governments in Mexico—Nuevo León, Chiapas, and Guanajuato—to address sociopolitical crises that occurred between 2022 and 2025. Using a comparative qualitative methodology —content analysis, framing analysis, and communicative strategy analysis— the messages disseminated by political institutions and actors are characterized in order to make sense of the social problem and construct symbolic forms that legitimize their actions before public opinion. The selected cases correspond to three distinct contexts that gained public relevance on social media at the time: the water shortage crisis in Nuevo León (2022), the siege, burning of homes, and forced displacement in Tila, Chiapas (2024), and the armed attack during a patronal festivity in Irapuato, Guanajuato (2025). The analysis reveals both differences and similarities in political communication practices. The findings demonstrate the prevalence of institutional narratives oriented toward stabilizing and pacifying crisis contexts. However, these narratives tend to obscure the structural causes underlying the conflicts. Across cases, there is a shared pattern of depoliticizing events and avoiding the attribution of responsibility. Institutions favor reactive tactics embedded in a vertical communication model that weakens social interaction. Overall, the results shed light on how governmental communication operates in contexts of sociopolitical crisis and how institutions seek to shape public interpretation of events through the construction of their own narratives.
